i would like the source & accuracy of this quote.
My guess is Tacitus, Annales 3:25 -
"... utque antehac flagitiis ita tunc legibus laborabatur."
Church & Brodribb translate:
" ... and now the country suffered from its laws, as it had hitherto
suffered from its vices."
